Finishing the time machine wouldn't be that big of an issue, it's not like he'd have to execute Okabe for that, seeing as SERN actually wants to use rather than eliminate those sorts of people if possible But if Okabe got an IBN, and Braun found out, he'd have to secure the IBN and then take himself out, leaving Nae all alone

I mean based on the information we do have about S;G's structure, it should be outright impossible for anyone without Reading Steiner to discover time travel in the first place. If the timeline persists, then they can only conclude they failed because nothing changed, and if it doesn't, the timeline changes to one where they never did whatever successfully changed the timeline, which we know happens with every single d-mail if nothing else Like if you succeed at sending something back in time, but your timeline keeps going, you have to just assume you failed, just like everyone did in the WW3 future of S;G0 Okabe did one final time leap, or tried to. But nothing happened. And so they lived with it, Okabe no doubt more confused and frustrated than anyone, since he's never been in a situation where the time leap machine was used and the user just remained there
I mean hell, canonically there's only one other person than him who even used it, and while it didn't activate reading steiner due to its seeming low impact on the timeline, said mystery user did "disappear" from his perspective, even though that's only because he's like, a fixture of the "active" timeline without it, he'd just see that certain someone standing over the machine like "what the fuck... it doesn't work anymore now?"
