I'm a bit foggy on the details but I think that sleepy voice girl talking about the Uwasa was one of the girls who was in a hospital as kids with Iroha's sister (who may just be Iroha herself)
And maybe KanaHana was another one of them since there were three girls in the hospital
My guess is the sleepy girl, since she can create Uwasa, was able to seed this rumour as a bit of a gambit to make sure Iroha came back

As dumb as power levels can be, this is one of the situations where they can help give context to people talking about weak and powerful
Like, if the average Maou has a powerlevel of like 300, and Veldora's current power level is 500, then he's strong comparatively
But if his normal power level is like 4000 then he's definitely "weakened" right now

If the ice dragon onee-chan thinks he's in a weakened state, I could see that being true
But her context of weakened might still be scales above the powers of anyone else
