Hey the pilots are acting pretty reasonable in the face of weird abnormalities.

It's like, instead of the main focus being drawn in 2D and the background stuff in 3D, they've swapped it around.

Kinda makes sense, I guess.
It's hard to reuse backgrounds, but you can reuse character models in practically every scene.

Yeah but when they're in regular focus it becomes really obvious how terrible the modelling or animation is.
And the animation is pretty bad.

why does this look so good compared to the anime

Because the faces in the anime are plagued with a fair bit of QUALITY.
