It's a busy enough city as is, going there with the influx of all the foreigners there for the Olympics would probably be exhausting.
Summer is a brutal time of year to visit Tokyo too.

I think there's an argument for doing that creating a barrier of accessibility for understanding.
Or creating more confusion than it's worth with people thinking it's a subtitle issue.
Sure, most people who watch anime catch it pretty quick but there's always going to be people that are relatively new and don't understand.
