I guess Jinzaburou gets to have that bittersweet feeling of being right. From the start he insisted the castle was too large for their forces to defend.

They sent a D-mail in the first season too. They used it to make that girly boy into a girly girl.

They sent a lot of D-mails in the original Steins;Gate. That was the catch as the plot began to resolve, that even a single D-mail alerted CERN to their actions and triggered Moeka shooting Mayuri. So Okabe had to undo all of the D-mails he sent, including the original one that saved Kurisu from getting stabbed.
This Okabe in Steins;Gate 0 is a failed state that never even sent that first D-mail and couldn't find the way to still save Kurisu.

Really this actually runs parallel to that original development. After fixing all the other D-mails he ran up against the realization that he could either send the D-mail that saves Kurisu or not, letting her die. It was a tough decision for him then too.
It's kind of weird though. If the past Maho is the one that destroys Amadeus in its infantile state, does she get away with it? Getting caught would bring hell down on her and probably mean she never gets to visit Japan. More so if not to present Amadeus at the original conference that she met Okabe at, would she even have a reason to be in Japan? This is the kind of straw that pulling out of the stack makes a lot of things structurally unsound.
I feel like this episode was a little worse on the faces than usual.
