It's not alawys busy. Go there while school's in and people have work to do and it's not bad. Though Shibuya recently has trended a bit as a tourist hotspot so there's a always gonna be a tourist factor there. I went there late one night though and it was so packed. A lot of fun though. I love walking through hyper-urban places like that.
Akihabara's a fair bit the same way though skewed way more towards otaku culture.
