Whitechapel during the time of Jack the Ripper was a really horrific place. It's still not a particularly good part of London, but in that time period it was beyond a slum.
Her Grail wish is to make all children loved. Having someone exterminate kids is kind of totally antithetical to that concept.

It really comes off that way, doesn't it. I think there's a sort of rational way of explaining it in a way that doesn't make it so bad, but it really feels that way at first glance.
