The weird Japanese skeleton army is trying to mess with the past and their job is to keep them from changing stuff too much, I guess.

Though I feel a war between Japan and the Netherlands is a bit of a stretch in that time period.
It's hard to see a European country marching an army all the way to Japan.

It wouldn't be much of a war since they're too far away from each other to meaningfully fight.
